Amends Minnesota Statutes section 609.891, subdivision 2 to establish unauthorized access to critical state information technology systems as a felony crime.

Creates a specific felony offense when a person violates subdivision 1 and gains access to critical state information technology systems, punishable by up to 10 years imprisonment or $20,000 fine or both.

Defines "critical state information technology systems" as information and telecommunications technology systems and services operated, maintained, or contracted for by the state chief information officer, or provided by outside vendors.

Effective August 1, 2020, and applies to crimes committed on or after that date.
