Authorizes Minnesota towns to adopt home rule charters through a process similar to existing city charter procedures, establishing a new "home rule charter town" classification.

Creates a charter commission appointment process initiated by district court order, petition by at least 10% of registered voters, or town board resolution, with 7-15 members serving six-year staggered terms.

Requires charter commissions to file annual reports with the district court and allows discharge by three-fourths vote if charter deemed unnecessary or by voter referendum if 5% of registered voters petition for one.

Limits reasonable and necessary town charter commission expenses to $1,500 annually, with authority to levy in excess of levy limitations to cover costs, unless charter grants authority to town board.

Establishes charter election procedures requiring publication of notice for two weeks, voter approval by 51% majority, filing with secretary of state and county recorder, and effective date 30 days after election unless otherwise specified in charter.
