Proposes a constitutional amendment to article IV requiring the legislature to adopt a resolution establishing appropriation limits for each major budget bill by the last Monday in April each year.

Requires the governor to provide written approval of the appropriation limits resolution by the day following the last Monday in April.

Withholds salaries of all legislators and the governor if appropriation limits are not approved by the deadline, continuing the salary freeze until sufficient appropriations are enacted for the fiscal biennium.

Requires a resolution confirming the sufficiency of appropriations, adopted by the legislature and approved in writing by the governor, to end the salary withholding.

Scheduled for voter submission at the 2020 general election, with effectiveness date of January 1, 2021 if ratified.
