Adds state-imposed examination or investigative costs to the definition of recoverable expenses in litigation under Minnesota Statutes section 15.471.

Requires the Department of Commerce commissioner to attempt in good faith to informally resolve alleged violations identified during examinations using consent orders, with terms that cannot be inconsistent with Minnesota law or identical to other licensees' orders.

Terminates the Department of Commerce's authority to charge licensees for investigation or examination costs upon delivery of a proposed informal settlement.

Limits annual assessments levied under section 46.131, subdivision 7, to not exceed 100 percent of the previous year's assessments for fiscal periods beginning July 1 and ending June 30.

Reduces general fund and nongeneral fund appropriations to the Department of Commerce for positions unfilled within 180 days of job posting in fiscal years 2020 and 2021, with reductions reflected in base budgets for fiscal years 2022 and 2023.

Limits Department of Commerce full-time equivalent employment growth to not exceed the percentage growth of state population as projected by the state demographer.
