Modifies Minnesota Statutes section 13.045 to update the Safe at Home address confidentiality program by clarifying definitions of "location data" and "identity data" that program participants can request be protected from government disclosure.

Requires program participants to submit written notices to government entities (other than county recorders) on forms prescribed by the secretary of state, with the notice treating location data as protected unless the participant explicitly requests identity data protection as well.

Establishes procedures for real property notices requiring program participants to submit notices to county recorders and other government entities where property is located, including the participant's full legal name, last four Social Security digits, date of birth, and designated address.

Prohibits government entities and county recorders from sharing or disclosing protected location and identity data except with written participant consent, court order, or for specific purposes including public assistance, health/safety functions, emergency 911 services, or active law enforcement investigations.

Allows government entities to amend records to replace a participant's location data with their designated Safe at Home address, and requires county recorders to establish procedures for masking sensitive data in recorded documents while providing public notice that documents exist but are not viewable.
