Replaces "pupil" terminology with "student" throughout Minnesota Statutes section 124D.09 regarding postsecondary enrollment options.

Removes the temporary exception (2014-2015 through 2019-2020 school years) allowing postsecondary institutions to recruit students from school districts with 700+ students in grades 10-12 on financial grounds.

Requires school districts to adopt equal grade point average policies for concurrent enrollment courses and other postsecondary enrollment option courses from the same institution.

Clarifies that students participating in postsecondary courses may earn academic recognition and participate in high school activities, leadership roles, and national organizations.

Maintains protections requiring postsecondary institutions to give priority to their own students, prohibit displacement of enrolled students, and restrict enrollment to college-level courses except in approved middle or early college programs.
