Expands the Commissioner of Human Rights' duties to solicit, receive, and compile reports from community organizations, school districts, and individuals regarding crimes believed to be motivated by bias, and requires the commissioner to provide website information on how victims can report bias crimes to law enforcement.

Amends the crime of property damage motivated by bias to include damage motivated in whole or in part by the person's bias against protected characteristics, or damage with a substantial adverse effect based on actual or perceived race, color, religion, sex, sexual orientation, disability, age, or national origin.

Requires the Board of Peace Officer Standards and Training to update the training course on identifying and responding to bias crimes every three years and consult with the Commissioner of Human Rights on training materials.

Mandates all state and local law enforcement agencies adopt and enforce written policies by November 1, 2021 for identifying and responding to crimes motivated by bias, based on a model policy developed by the Board of Peace Officer Standards and Training.

Appropriates funds in fiscal year 2021 to the Board of Peace Officer Standards and Training and the Commissioner of Human Rights to update training materials, develop model policies, and collect data on bias crimes.
