Transfers $50,000,000 from general fund to public health response contingency account in fiscal year 2020 for COVID-19 planning, preparation, and response activities.

Establishes $150,000,000 health care response fund to provide grants to eligible providers (hospitals, clinics, pharmacies, ambulance services, nursing facilities, health systems) for COVID-19-related costs including testing sites, staffing, protective equipment, and isolation/quarantine expenses.

Requires grant recipients to not bill uninsured patients for COVID-19 screening and treatment, and out-of-network providers must accept median network rates and cost-sharing limits.

Allows telemedicine services delivered to patients at their residences to be covered by health carriers as originating sites, effective through February 1, 2021.

Expires health care response fund provisions on June 30, 2022; requires commissioner to report grant distribution details to legislature by January 15, 2021.
