Increases appropriation for "Agriculture, Bioenergy, and Bioproduct Advancement" from $23,653,000 to $23,654,000 by modifying a 2019 law.

Allocates $9,300,000 annually to agriculture research, education, extension, and technology transfer, including $600,000 for rapid response fund and $2,000,000 for agricultural education leadership programs.

Appropriates $14,353,000 first year and $14,354,000 second year for agricultural growth, research, and innovation programs including livestock operations, farm-to-school markets, value-added businesses, renewable energy, and crop research.

Designates specific funding from agricultural growth program: $1,000,000 annually for county fairs; $2,500,000 annually for incentive payments; up to $5,000,000 first year for dairy farmer grants; up to $5,000,000 second year for soybean processing research at Ag Innovation Campus.

Requires agriculture commissioner to consult with transportation and administration commissioners and local governments to identify at least ten publicly owned parcels suitable for urban agriculture.
