Amends Minnesota Statutes section 144.4165 to create an exception allowing American Indian students to carry medicine pouches containing loose tobacco for traditional spiritual or cultural practices in public schools.

Maintains the existing prohibition on smoking, chewing, ingesting, or possessing tobacco products and electronic delivery devices by any person under age 18 in public schools, charter schools, school facilities, and school vehicles.

Permits adults to light tobacco as part of traditional Indian spiritual or cultural ceremonies, which was already allowed but is now explicitly codified.

Defines "Indian" as a person who is a member of an Indian tribe as defined in Minnesota Statutes section 260.755, subdivision 12.

Applies to all public schools as defined in section 120A.05 and charter schools governed by chapter 124E, including all owned, rented, or leased facilities and vehicles controlled by school districts.
