Establishes the Legislative Commission on Waste Management in the legislative branch consisting of 10 members: 5 senators appointed by the Subcommittee on Committees and 5 representatives appointed by the speaker of the house.

Commission may appoint personnel and consultants without regard to civil service laws, and may request information from any state officer or agency to carry out its duties subject to chapter 13 and section 15.17 restrictions.

Commission must oversee solid and hazardous waste management activities of the agency and Metropolitan Council, including waste-to-energy conversion, sustainable practices, recycling goals, and may direct changes to their work plans.

Commission must make recommendations to legislative finance and appropriations committees on expenditures from the environmental remediation fund under section 115B.20 and may conduct public hearings to assist in formulating legislation.

Appropriates an unspecified amount from the general fund in fiscal year 2021 to the Legislative Coordinating Commission for administrative expenses and member compensation and reimbursement.
