Expands the Explore Minnesota Tourism Council from up to 28 voting members to up to 32 voting members appointed by the governor for four-year terms.

Increases tourism business representatives from six to nine members, adding representation for outdoor recreation, sports, and arts and culture.

Maintains existing council structure including the director as chair, eleven statewide association representatives, regional representatives, one Native American community representative, and four legislators.

Includes provisions allowing the council to conduct meetings by telephone or electronic means with conditions including all members able to hear discussion, at least one member physically present, and all votes conducted by roll call.
