Creates a seven-member Board of Sign Language Interpreters and Transliterators appointed by the governor, including two interpreters (one deaf, one hearing), one instructor, one large employer representative, and three service users (two deaf, one deafblind).

Requires all persons providing interpreting or transliterating services for compensation to obtain a state license beginning July 1, 2023, with annual renewal and competency demonstrated through approved examination or recognized certifications (RID, NAD, EIPA).

Sets initial and renewal license fees at $60 per year with a $30 late renewal fee, beginning July 1, 2023, with fees deposited into the state government special revenue fund.

Allows temporary licenses valid for one year and renewable up to three times (four years maximum) for individuals not meeting full licensure requirements, requiring direct supervision by a fully licensed interpreter.

Exempts out-of-state licensed interpreters (up to 14 days per calendar year), religious settings (except government-funded schools), and uncompensated volunteers from licensing requirements.
