Adds new subdivision to Minnesota Statutes section 115C.09 to establish a reimbursement program for PVC fill piping replacement at residential heating-oil systems.

Requires the board to reimburse qualified contractors 90 percent of costs for replacing PVC fill piping with metal piping between May 1, 2020, and September 1, 2023.

Limits reimbursement to $500 per residential location with a maximum total fund expenditure of $1,500,000.

Defines "qualified person" as a registered contractor who installs or repairs nonpressure piping, heating systems, air conditioning systems, or storage tank systems.

Exempts heating-oil vendors from responsibility for heating-oil spills caused solely by failure of a tank or appurtenance owned by the homeowner.
