Authorizes Koochiching, Lake, and St. Louis Counties to establish a joint powers board under Minnesota Statutes section 471.59 to manage, design, permit, and construct all-terrain vehicle trails in cooperation with ATV trail clubs.

Permits the joint powers board to levy an annual tax not exceeding 0.04835 percent of the estimated market value of all taxable property within the participating counties.

Requires the board's recording officer to file a certified copy of the tax levy resolution with each county auditor by September 15, with each county's portion calculated based on its net tax capacity ratio.

Subjects joint powers board meetings to Minnesota Statutes chapter 13D, with meetings occurring when a quorum is present and members receive information or take action on board duties.
