Changes the annual transmission adequacy report requirement from "shall annually by January 15" to "must submit" by January 15 each odd-numbered year, establishing a biennial rather than annual reporting cycle.

Requires the Commissioner of Commerce to consult with the Public Utilities Commission and report to legislative committee chairs and ranking minority members on electric transmission infrastructure needs over the next 15 years, barriers to meeting those needs, and legislative recommendations.

Report must describe specific transmission needs, current status of proposals, assumptions made, and any difficulties in assessment, while utilizing existing information from the Commissioner, Public Utilities Commission, and Office of Energy Security.

Changes the deadline for the annual telecommunications access report from January 31 to March 1 each year, submitted by the Commissioner of Commerce to the Public Utilities Commission.

Telecommunications access report must review accessibility of services for persons with communication disabilities, describe services provided, and account for annual revenues, expenditures, and predicted future program operations.
