Requires each Minnesota city to file annual certification with the commissioner of transportation by July 1, 2020, and annually thereafter, reporting the number of city street lane miles under its jurisdiction.

Defines "lane reduction miles" as the number of lane miles counted in 2020 minus the number counted in the current aids payable year, excluding temporary reductions from construction, maintenance, or repair work.

Requires the commissioner of transportation to certify lane reduction miles to the commissioner of revenue by July 15, 2021, and annually thereafter.

Beginning with aids payable in 2022, reduces a city's local government aid distribution by the lesser of either the city's total aid distribution or $1,500,000 multiplied by the certified lane reduction miles.

Any aid reductions must cancel to the general fund and cannot be reallocated to other cities.
