Defines "urban residential district" as an urban area consisting exclusively or substantially of dwelling houses in Minnesota Statutes section 169.011.

Establishes a mandatory 20 miles per hour speed limit within school zones located in urban residential districts, effective August 1, 2021.

Requires local authorities to establish school speed limits for schools outside urban residential districts between 10 and 30 miles per hour below the established speed limit, with no engineering study required.

Allows school speed limits on trunk highways with commissioner of transportation consent, effective only when children are present during school opening/closing hours or recess periods.

Imposes an additional surcharge equal to the base fine (minimum $25) for exceeding school zone speed limits by 20 miles per hour or more.
