Amends Minnesota Statutes section 171.12, subdivision 7b to allow dissemination of driver's license and Minnesota identification card holder data for replacement Social Security card applications.

Adds an exception to existing prohibitions on electronic dissemination of noncompliant license/identification card data outside the state, permitting identity verification as part of Social Security Administration replacement card applications.

Maintains existing restrictions on disseminating data not disseminated as of May 19, 2017, and using validation/verification systems not in use as of that date, except for the new Social Security card exception and driver's license compact compliance.

Defines "outside the state" to include federal agencies, other states, interstate organizations, and private entities.

Becomes effective the day following final enactment.
