Appropriates $4,500,000 in fiscal year 2021 for planning grants of $500,000 each to nine urban American Indian nonprofit organizations for capital needs assessment and project planning, available until June 30, 2024.

Appropriates $11,975,000 in fiscal year 2021 for capital project grants to six urban American Indian nonprofits that have completed planning, with grants ranging from $635,000 to $6,000,000 for real property acquisition, design, construction, renovation, and equipment.

Appropriates $3,500,000 from bond proceeds for three capital projects: $1,000,000 for Indian Health Board behavioral health clinic in Minneapolis, $1,500,000 for Little Earth of United Tribes early learning center in Minneapolis, and $1,000,000 for Wakan Tipi cultural and environmental center in St. Paul.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $3,500,000 to fund the bond proceeds appropriations according to Minnesota Statutes sections 16A.631 to 16A.675.

Requires sufficient nonstate funding commitments before capital project grant money becomes available and allows cities to enter lease or management agreements with nonprofit organizations to operate funded facilities.
