• Establishes a political contribution voucher program providing $100 vouchers to all active Minnesota voters by March 1 each year, redeemable by qualifying candidates and political parties.

• Vouchers must be assigned by November 30 and redeemed by December 31 of the year issued; voters can assign vouchers electronically, by mail, or in person through the Campaign Finance and Public Disclosure Board.

• Qualifies only candidates with registered principal campaign committees seeking offices with voluntary spending limits and signed expenditure agreements, plus major and minor political parties.

• Repeals the existing political contribution refund program under section 290.06, subdivision 23, with transition period allowing claims for 2020 contributions until April 15, 2021.

• Appropriates necessary funds from the general fund to the board for voucher redemption and distribution on a schedule of at least twice monthly; authorizes board rulemaking for voucher forms and procedures.
