Eliminates a temporary provision that allowed eligible postsecondary institutions to recruit secondary pupils on financial grounds during the 2014-2015 through 2019-2020 school years; recruitment must now be on educational and programmatic grounds only.

Changes recruitment language from targeting "school districts with 700 students or more in grades 10, 11, and 12" to recruiting "schools, pupils, and parents" generally.

Requires school districts to adopt equal grade point policies for concurrent enrollment courses and other postsecondary enrollment option courses when comparing comparable courses from the same postsecondary institution.

Maintains existing protections including priority enrollment for postsecondary students, prohibition on displacing enrolled pupils, restrictions on remedial/developmental courses, and allowance for online course enrollment.
