Changes appointment consideration language from "community" to "constituency" for ethnic council members appointed by the governor.

Allows removal of governor-appointed council members by a vote of three of the four legislative members of the council.

Requires the Legislative Coordinating Commission to establish a process for recruiting and selecting executive directors that includes consultation with the applicable council.

Clarifies that the executive director provides leadership to council members and must consult with the council chair prior to taking disciplinary actions with council staff including written reprimand, suspension, demotion, or discharge.

Adds authority for councils to delegate to the executive director the power to represent the council and its constituency's interests to the governor and legislature.
