Persons 16 years or older operating off-highway vehicles, off-highway motorcycles, off-road vehicles, snowmobiles, or all-terrain vehicles may cross public roads without a driver's license, but only outside the metropolitan area.

Individuals with seizure disorders are exempted from standard driver's license examinations if they have not sustained a seizure with loss of consciousness in the waking state within six months and can demonstrate safe driving ability through medical certification or a road test.

The commissioner of public safety cannot require medication as a condition for obtaining a driver's license for persons with seizure disorders.

Persons with seizure disorders who are denied or have their licenses canceled may petition for review under existing appeal procedures.

Repeals the motorized bicycle permit requirement from Minnesota Statutes section 171.02, subdivision 3, and authorizes the commissioner to adopt rules to implement the act.
