Adds definitions to Minnesota emergency management statutes for "information and telecommunications technology systems and services" and "local government."

Authorizes the governor to cooperate with federal government, other states, Canadian provinces, and private agencies in response to physical or electronic attacks on the state's information and telecommunications technology systems and services.

Expands the definition of "terrorist incident" under peacetime emergency declarations to explicitly include physical or electronic attacks on the state's information and telecommunications technology systems and services.

Allows the governor to enter emergency contracts and bypass normal procurement procedures to protect the state's information and telecommunications technology systems and services, including reimbursement of other states' emergency management personnel who provide assistance for cyber incidents.

Repeals the previous definition of "local government" in subdivision 5d and replaces it with a definition in subdivision 5f referencing federal regulations.
