Appropriates funds in fiscal year 2021 from the general fund to the Pollution Control Agency to develop a statewide plan to reduce chloride contamination in state waters and require annual reporting of salt use by state agencies and local governments, developed in consultation with the Commissioner of Health and University of Minnesota Board of Regents.

Appropriates funds in fiscal year 2021 to the Pollution Control Agency to provide training in best practices to reduce chloride contamination in state waters.

Appropriates funds in fiscal year 2021 to the University of Minnesota Board of Regents to analyze costs, benefits, and feasibility of requiring alternatives to chloride-contributing chemicals, centralizing water softening at drinking water treatment plants, prohibiting sale of water softeners that cannot reduce salt usage, and other viable reduction methods.

Requires the Board of Regents to quantify all significant sources of chloride in state waters as part of the feasibility analysis.

Requires the Pollution Control Agency and Board of Regents to submit developed materials to relevant legislative committee chairs and ranking minority members by January 15, 2021.
