Appropriates $250,000 from bond proceeds to the commissioner of agriculture for a grant to the Northfield Economic Development Authority for predesign of a poultry processing plant and associated industrial park in Northfield.

Project aims to create new, value-added economic opportunities for local farmers in southeastern Minnesota.

Regenerative Agriculture Alliance may partner with the commissioner of agriculture in developing the industrial park predesign.

Requires Regenerative Agriculture Alliance and commissioner of agriculture to submit a report by March 1, 2022 to legislative agriculture finance committees on project progress, development, implementation, and potential to create market opportunities for local and emerging farmers.

Authorizes the commissioner of management and budget to sell and issue up to $250,000 in state bonds to fund the appropriation, effective the day following final enactment.
