Appropriates $20,000,000 from the state transportation fund's bond proceeds account to the commissioner of transportation for a grant to Hennepin County.

Grant funds shall be used to acquire land and right-of-way, perform environmental analysis, and complete preliminary, final design, engineering, and construction of an interchange at marked Trunk Highway 252 and Hennepin County State-Aid Highway 109 (85th Avenue North) in Brooklyn Park.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $20,000,000 to provide the appropriated funds, pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
