Authorizes food establishments to fill consumer-owned take-home containers brought by consumers if the containers are designed for reuse and meet Minnesota Rules requirements for food contact surfaces.

Requires containers to be cleaned either by the food establishment or by the consumer prior to filling, with establishment employees visually inspecting consumer-cleaned containers before use.

Mandates food establishments either isolate consumer-owned containers from serving surfaces or sanitize serving surfaces after each container is filled to prevent cross-contamination.

Permits seasonal permanent food stands, seasonal temporary food stands, and special event food stands to use multiuse utensils instead of single-service articles if a local health authority determines conditions warrant it based on environmental factors, water availability, and waste capacity.

Requires multiuse utensils at food stands to be cleaned, rinsed, and sanitized according to Minnesota Rules standards either at the food stand or at a regulated food establishment.
