Creates a new "noncompliant" driver's license and identification card option that does not require proof of U.S. citizenship or lawful presence, effective August 1, 2020.

Noncompliant licenses must be marked "not for federal identification" and "not for voting" on the back when applicant has not demonstrated U.S. citizenship or has temporary legal status.

Establishes primary and secondary document requirements for noncompliant licenses, including foreign passports, birth certificates, and various U.S. government immigration forms.

Prohibits sharing data on noncompliant license applicants outside driver licensing divisions and bars criminal justice agencies from taking action based on the "not for voting" marking; makes discrimination based on noncompliant status a civil rights violation punishable by up to $10,000 penalty.

Appropriates $267,000 in fiscal year 2021 for implementation and $76,000 for the Commissioner of Human Rights, with fees of $22.00 for noncompliant licenses.
