Appropriates $98,000,000 from the trunk highway fund bond proceeds account to the Commissioner of Transportation for design, engineering, environmental analysis, right-of-way acquisition, and construction of the Trunk Highway 252/Interstate Highway 94 project.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $98,000,000 to fund the trunk highway appropriation, with proceeds deposited in the trunk highway fund bond proceeds account.

Appropriates $55,000,000 from the state transportation fund bond proceeds account for grants to the Metropolitan Council, Hennepin County, Brooklyn Park, Brooklyn Center, or Minneapolis for preliminary and final design, engineering, environmental analysis, right-of-way acquisition, and construction of the same project.

Allows the $55,000,000 appropriation to also fund preliminary engineering, engineering, environmental analysis, environmental work, and design of a transit service improvement in the Interstate 94 corridor from the Maple Grove Transit Center to downtown Minneapolis.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $55,000,000 to provide the state transportation fund appropriation, effective the day following final enactment.
