Appropriates $1,785,000 from the bond proceeds account in the transportation fund to the commissioner of transportation for a grant to Olmsted County for property acquisition and design/engineering of the County Road 104 and Trunk Highway 14 interchange reconstruction.

Authorizes the commissioner of management and budget to sell and issue up to $1,785,000 in general obligation bonds to fund this appropriation, contingent on at least $1,785,000 in matching funds from nonstate sources.

Appropriates $2,030,000 from the bond proceeds account in the trunk highway fund to the commissioner of transportation for property acquisition and design/engineering of the same interchange reconstruction project.

Authorizes the commissioner of management and budget to sell and issue up to $2,030,000 in trunk highway bonds to fund this appropriation, with bond proceeds deposited in the trunk highway fund bond account.

Both sections become effective the day following final enactment.
