Appropriates $11,400,000 in total bond proceeds to the city of Rochester and state transportation commissioner for six phases of runway and taxiway improvements at Rochester International Airport.

Phase 1: $1,025,000 for reconstruction of runway 2/20 middle portion and drainage improvements.

Phase 2: $3,400,000 for property acquisition, road relocation, taxiway removal, runway reconstruction, and lighting/signage installation.

Phases 3-6: $4,100,000, $625,000, $1,025,000, and $1,225,000 respectively for runway extensions, taxiway reconstruction, fencing, and instrument approach improvements.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $11,400,000 per Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7, effective the day following final enactment.
