• Authorizes school districts to receive on-site education program adjustment aid equal to 20 percent of unreimbursed costs for nonresident students placed in on-site education programs at residential care and treatment facilities.

• Modifies special education aid calculations for fiscal year 2020 and later to include on-site education program adjustment aid as a component of total special education aid.

• Establishes minimum aid floors for school districts (excluding charter schools and cooperatives) at 90 percent of nonfederal special education expenditures for fiscal year 2020, declining to 75 percent by fiscal year 2023 and later.

• Requires the department to track third-party billing revenues generated from special education services and exclude these revenues from excess cost aid calculations.

• Adjusts special education aid reductions for resident districts when students attend alternative programs, with reductions equal to 85 percent of unreimbursed costs for fiscal year 2020 and 80 percent for fiscal year 2021 and later (100 percent for charter schools serving 70 percent or more special education students).
