Extends the solar energy incentive program funding by one year with $10,000,000 allocated in year nine (2022), with unspent amounts from year five available through December 31 of year six.

Establishes the Prairie Island Net Zero Project to develop an energy system resulting in net zero emissions for the Prairie Island Indian Community, with appropriations of $10,000,000 in fiscal year 2021, $15,000,000 in fiscal years 2022-2023, and $6,200,000 in fiscal year 2024.

Requires the Prairie Island Indian Community to submit a comprehensive project plan by July 1, 2021, and annual progress reports beginning July 1, 2022, with a final report within 90 days of project completion.

Appropriates $65,000,000 in fiscal year 2020 from the renewable development account for utility bill credits to existing customers, with credit amounts based on each customer's contribution to renewable energy collections over the previous 12 months.

Requires unspent appropriated funds to be returned to the commissioner of management and budget within 30 days of the final project report for deposit back into the renewable development account.
