Urges the President and Congress to direct the FDA to expedite approval and permit off-label use of hydroxychloroquine, chloroquine, ivermectin, remdesivir, and other promising medications for COVID-19 patients.

Notes that at the time of introduction, no FDA-approved drugs, therapeutics, or vaccines were available to treat COVID-19.

References reports that off-label use of hydroxychloroquine with azithromycin resulted in milder symptoms, quicker recoveries, and prevented deaths in some cases.

Directs the Secretary of the Senate to transmit copies of the memorial to the President, congressional leadership, committee chairs, and Minnesota's federal delegation.
