Notes that no FDA-approved drugs, therapeutics, or vaccines were available for COVID-19 treatment at the time of introduction.

References reports that off-label use of hydroxychloroquine with azithromycin resulted in milder symptoms, quicker recoveries, and prevention of death in some cases.

Directs the Senate Secretary to transmit copies of the memorial to the President, U.S. Senate and House leadership, relevant congressional committees, and Minnesota's federal delegation.
