Creates a coronavirus relief account within the state treasury's federal fund to receive and manage federal coronavirus relief funds from Title V of Public Law 116-136

Requires all money received under the federal law to be credited to the account and prohibits spending except through direct legislative appropriation

Designates account funds exclusively for expenses incurred by the state related to COVID-19

Directs the commissioner of management and budget to close the account once all credited money has been expended
