Allows restaurants with on-sale liquor or wine licenses to offer off-sales of malt liquor, hard seltzer, cider, and wine with prepared food take-out orders without obtaining an additional license.

Limits off-sales to 72 ounces total of malt liquor, hard seltzer, and cider, plus 750 milliliters of wine per prepared food take-out order, with beverages sold in original, unopened packaging.

Requires licensees to verify customers are at least 21 years of age and notify their insurance provider of off-sales under this section.

Prohibits delivery of alcoholic beverages and allows municipalities to elect to prohibit these off-sales.

Authority to make off-sales expires when the restaurant closure in Executive Order 20-04 (as modified by Executive Orders 20-18 and 20-33) expires, is terminated, or is rescinded.
