Proposes an amendment to Minnesota Constitution, Article IV, Section 12, to allow the legislature to convene in special session upon request by the president and majority leader of the senate and the speaker and majority leader of the house of representatives.

Requires a majority vote of the committee with jurisdiction over legislative rules in each house to approve the special session request.

Limits any special session called by the legislature to a maximum of seven legislative days, with bills permitted to be passed on the final day of adjournment.

Maintains existing gubernatorial authority to call special sessions on extraordinary occasions.

Requires submission of the proposed amendment to voters at the 2020 general election.
