Permits retired members of PERA and MSRS to continue receiving their full retirement annuities while working as health care workers during a COVID-19 peacetime emergency declared by the governor.

Allows public employers to hire or rehire retired health care workers without requiring compliance with phased retirement agreements or postretirement option position requirements.

Removes limitations on hours and percentage of time worked for health care workers already in phased retirement agreements or postretirement option positions during the peacetime emergency.

Extends the employment period governed by phased retirement agreements and postretirement option positions by the duration of emergency employment, with standard hour limitations resuming after the emergency ends.

Expires on December 31 of the year the peacetime emergency expires, terminates, or is rescinded by proper authority.
