Waives license fees and reimbursements for class A and B horse racing licensees from final enactment through January 1, 2022.

Sets initial advance deposit wagering (class C) license application fee at $10,000 with annual renewal fees of $2,500 thereafter.

Clarifies simulcasting definition to mean televised display of one or more horse races conducted at another location occurring simultaneously with the race.

Requires licensees to set aside 8.4 percent of handle for live races and not less than 37 percent of remaining amounts (after state tax and racetrack payments) for simulcast purses.

Repeals Minnesota Rules part 7880.0010 and all provisions expire December 31, 2021.
