• Proposes constitutional amendment to repeal the existing legacy amendment (Article XI, Section 15) and replace it with a new funding mechanism for roads, bridges, and clean water from July 1, 2021 through June 30, 2036.

• Increases sales and use tax rate by three-eighths of one percent (0.375%), dedicating 67% of receipts to deficient roads and bridges fund and 33% to clean water fund.

• Deficient roads and bridges fund prohibits light rail transit projects and prioritizes: (1) structurally deficient bridges and highways on trunk highway system; (2) increasing weight limits on trunk highways to 10-ton axle weight; (3) improving county and local roads that don't meet minimum standards.

• Clean water fund allocates: 10% to local lake associations for aquatic invasive species control, 60% for eradication of invasive species, 25% for river and stream monitoring grants, and 5% for administrative costs of recipients.

• Requires submission to voters at 2020 general election and prohibits use of state funds to advertise against the constitutional amendments.
