Authorizes businesses closed by Executive Orders 20-04, 20-08, 20-18, 20-33, and related orders to reopen if they develop a COVID-19 preparedness plan provided by the commissioner of labor and industry.

Requires preparedness plans to include site-specific best practices covering health and wellness, social distancing, cleaning and sanitation, and operations communication for employees and the public.

Requires businesses to address occupancy levels to accommodate social distancing and safety for employees and members of the public.

Mandates businesses provide a statement committing to comply with any testing protocols and COVID-related workplace safety recommendations from the Minnesota Department of Health and Centers for Disease Control and Prevention.

Prohibits licensing boards and agencies from imposing additional penalties for violations of the governor's emergency executive orders.
