Establishes three classes of electric-assisted bicycles: Class 1 (motor assistance up to 20 mph when pedaling), Class 2 (throttle-capable assistance up to 20 mph), and Class 3 (motor assistance up to 28 mph when pedaling).

Reduces maximum motor power output from 1,000 watts to 750 watts for electric-assisted bicycles.

Excludes electric-assisted bicycles from definitions of off-highway motorcycles, off-road vehicles, all-terrain vehicles, and motor vehicles in Minnesota statutes.

Requires manufacturers to affix permanent labels on electric-assisted bicycles displaying classification number, top assisted speed, and motor wattage in at least 9-point type font.

Prohibits operation of electric-assisted bicycles by persons under age 15 and requires Class 3 electric-assisted bicycles to be equipped with speedometers displaying speed in miles per hour.
