Amends Minnesota Statutes section 549.04 to require state agencies to pay costs, disbursements, and fees to prevailing defendants in civil actions out of the state agency's budget.

Prevailing parties in district court actions, including public employees who prevail in wrongfully denied or withheld employment benefits cases, are entitled to reasonable costs and disbursements including service of process fees and mileage.

Exempts state agencies from paying disbursements to prevailing defendants when the agency is named or intervenes as a party to enforce rights under section 256B.056.

Applies to civil actions where a defendant prevails against a state agency as a defendant or respondent.
