Creates immunity from civil liability for associations engaged in COVID-19 manufacturing activities related to increased product demand during the pandemic outbreak.

Acknowledges that increased demand may cause defective products resulting from operating deficiencies during COVID-19 manufacturing.

Immunity does not apply if the defendant knew that its COVID-19 manufacturing activities were fraudulent or materially or operationally defective.

Clarifies that the statute does not create or imply liability for any person or entity by the absence of an immunity grant.

Effective the day following final enactment.
