Requires special education teachers renewing a teacher of special education: autism spectrum disorders license to receive training on medical conditions commonly experienced by persons with autism spectrum disorder, including PANDAS, PANS, abnormal DNA methylation, and gastrointestinal disorders.

Requires physicians, nurses, and psychologists who practice primarily in hospital emergency departments to complete continuing education on medical conditions affecting persons diagnosed with autism spectrum disorder, including how PANDAS and PANS present behaviorally.

Requires direct care staff providing residential services to persons diagnosed with autism spectrum disorder to complete training on these same medical conditions before having unsupervised contact with service recipients.

Appropriates $50,000 in fiscal year 2021 to the commissioner of human services for a one-time grant to develop and publicly distribute a training curriculum on these medical conditions for direct support staff.

Grant recipient must be a licensed physician, nurse practitioner, or academic in a medical field at the doctoral level.
