Appropriates $500,000 from the general fund to the Department of Education in fiscal year 2021 for a grant to the African American Registry.

African American Registry must develop a Readability Level System and integrate it into the Teachers' Forum to improve reading literacy comprehension for teachers and teacher candidates.

University of St. Thomas, Independent School District No. 742 in St. Cloud, and other entities using the Teachers' Forum are authorized to access the reading maturity metrics in the Readability Level System.

African American Registry must submit a detailed report to the legislature by January 15, 2022 documenting how grant funds were used.

Base funding for the African American Registry is set to $0 in fiscal year 2022.
