Modifies the 2018 bonding bill appropriation for St. Paul's RiverCentre parking facility project to clarify the grant covers a portion of reconstruction costs for eastbound Kellogg Boulevard and associated infrastructure adjacent to the ramp.

Changes project description from "demolition of a portion of the cost" to clarify the grant funds "a portion of the cost of the reconstruction" of the roadway and infrastructure, with the appropriation available until December 31, 2024.

Reduces the bond proceeds fund authorization from $776,639,000 to $771,699,000 by reallocating $4,940,000.

Increases the state transportation fund bond authorization from $103,060,000 to $108,060,000, an increase of $5,000,000.

The net effect redirects $5,000,000 in bonding from the general bond proceeds fund to the transportation fund for the Kellogg Boulevard reconstruction project.
